SG Her Empowerment (SHE) Appoints How Kay Lii as Chief Executive Officer to Lead Next Chapter of Advancing Online Safety and Gender Equity in Singapore
SINGAPORE, 1 October 2025 – SG Her Empowerment (SHE) today announced the appointment of How Kay Lii as its new Chief Executive Officer (CEO), effective 1 October 2025. In her new role, Kay Lii will guide SHE into its next phase of growth, focusing on championing gender equity and online safety. A key priority will be advancing safety in online spaces, focusing on the expansion and capability-building of the SHECARES@SCWO support centre, alongside fostering regional and international partnerships to share knowledge and establish best practices.
Kay Lii joined SHE in 2024 as Programmes Director before stepping into the role of Chief Operating Officer a few months later. She worked alongside a dedicated team to deliver impactful advocacy, outreach, and support programmes, including Singapore’s first dedicated support centre for survivors of online harms. Kay Lii brings extensive experience across communications, partnerships, and stakeholder engagement, spanning the public, private, and non-profit sectors.
Stefanie Yuen Thio, Chairperson of SHE shared, “Looking back on the important work we have done, it is hard to believe that SHE has only been in operation for three years. Our programmes now range from championing lesser privileged girls, to fighting for online safety, to equipping mature women to reintegrate in the workforce, underpinned always by robust research and strong partnerships.”

In addition to her professional experience, she has the vision and a passion for the cause that are integral for the work SHE wants to do. I am confident that under her leadership, SHE will continue to drive change and build a Singapore where equity is not merely aspirational, but a reality.”
Founded in 2022, SHE has established itself as a leading voice in addressing systemic gender gaps and tackling the urgent and growing crisis of online harms. These issues are a shared responsibility, requiring action from whole-of-society. Strong partnerships across the public, private, and people sectors are vital for SHE to drive meaningful change together.
With the increasing prevalence of online harms and the upcoming establishment of Singapore’s Online Safety Commission, SHE’s work is more critical than ever. Drawing on SHE’s strong locally-grounded research on the back of its recent study launch (404 Help Not Found: Lived Experiences of Online Harms Survivors) and experience establishing SHECARES@SCWO, Singapore’s first dedicated support centre for survivors of online harm, SHE has developed best practices in collaboration with technology companies, corporates, social service agencies, and community organisations. This has enabled SHE to be a key connector and convenor of resources while closing critical gaps in the ecosystem to strengthen support for survivors of online harms.
While gender equity has made significant strides globally – more recently, there has been a resurgence of global narratives that seek to restrict women’s participation and space on this front. The challenge now is for Singapore to define its own vision of gender equity. SHE advances this vision by championing the empowerment of women and girls – recognising that their participation in society is essential to building an inclusive society. SHE’s initiatives focus on creating the conditions for women to pursue success (through initiatives like Sneak Peek and SHE Supports), actively engaging men as allies, and fostering safe spaces for constructive dialogue (such as the SHE Annual Symposiums), emphasising that gender equity benefits everyone.
